The new Procurement Act 2023 has reached royal assent and it is anticipated that this new regime will commence in February 2025 with a 6 month mobilisation period beforehand. There are a number of changes which will be implemented including:
- A central digital platform for suppliers which includes a supplier performance register and a debarment list
- New flexible procurement procedures
- Changes to frameworks mechanisms
- Additional transparency notice requirements
- Strengthened provisions for prompt payment throughout the supply chain
- Stronger exclusions framework which can be used to take tougher action on underperforming suppliers
